Anthony argues that the 2021 policy changes, while well-intentioned, were announced too abruptly to be absorbed by the industry or applicants. He uses the PAC review as a platform to propose a transition framework: grandfather existing approvals, publish tier changes 12 months in advance, and formalise industry consultation for future reforms. Much of the 2024 programme restructuring reflects this framework.
