MM2H SEZ Johor explained: who it's for, what it costs, and how the 10-year visa actually works

Malaysia's SEZ/SFZ Johor visa: USD 65K fixed deposit for applicants below 50, USD 32K for applicants aged 50 and above, 10-year stay, and property inside the Johor–Singapore Special Economic Zone. Who it fits, who it doesn't, and the questions families ask before they apply.

USD 65K if you are below 50, or USD 32K if you are 50 and above. That is the SEZ Johor deposit — lower than Silver's USD 150K requirement. The catch lives in the address: the property anchoring your application has to sit inside the Johor–Singapore Special Economic Zone. If Johor is where your life is going to be, that is a feature. If it isn't, the number stops being attractive.

SEZ Johor is the MM2H tier I get asked about most by Hong Kong families with a Singapore-cross-border angle and by anyone already holding Forest City property. It is also the tier most often misunderstood. Below is what it is, who it actually fits, and the questions that come up in every consultation.

Two design choices set this tier apart from Silver / Gold / Platinum.

The deposit is age-tiered. Silver's USD 150K becomes painful for families paid in HKD, SGD, or RMB once you watch the conversion in real time. SEZ Johor lowers that line item to USD 65K below age 50, or USD 32K at age 50 and above.

The property locks you to a zone. Standard MM2H lets you buy anywhere — KL, Penang, Sabah. SEZ doesn't. The visa and the property cannot live in different states. That is by design, not oversight.

What "SEZ" actually means

The Johor–Singapore Special Economic Zone was signed by both governments in January 2025 and rolled out through that year. It covers southern Johor — Iskandar Puteri, Forest City, the JB causeway zone, selected industrial parks — and its purpose is to pull Singapore-linked talent, capital, and supply chains north of the border.

The SEZ MM2H tier exists because that population was previously stuck. Singaporeans extending into Johor, multinationals positioning regional staff, families with one breadwinner on each side of the causeway — none of them fit cleanly into Silver, Gold, or Platinum. So they were running on social visit passes, corporate employment passes, or MM2H tiers that didn't match how they actually lived. SEZ closes that gap.

Who SEZ Johor genuinely fits

Four profiles. If you're not one of them, you almost certainly belong on Silver, Gold, or Platinum instead.

1. The Singapore commuter family

The most common SEZ candidate I see. One parent on a Singapore payroll — finance, tech, healthcare, professional services. The household wants Iskandar Puteri or Medini, fifteen to thirty minutes from the causeway. A detached home in Iskandar at the same square footage as a Singapore HDB costs a fraction of the HDB. The breadwinner crosses daily or several times a week.

For this family the SEZ visa lines up with the life they're already going to lead. USD 65K or USD 32K is reachable in a way USD 1M Platinum is not. The Johor property anchor isn't a constraint — it's the plan.

2. The post-2020 Hong Kong relocator

Hong Kong families exploring Malaysia split into two groups: those headed for KL or Penang (Silver / Gold) and those headed for Johor because of Singapore proximity and lower property entry points. The second group is who SEZ was built for. The age-tiered SEZ deposit is psychologically lighter than a higher USD requirement when you're converting from HKD.

A typical conversation: late-thirties couple, one child entering Year 7, household income strong but not HNW. Platinum is overkill. Silver's five years won't cover the child's secondary school cycle. SEZ is the natural fit if the school they want is in Iskandar.

3. The Forest City property owner

Forest City is the most visible SEZ-eligible development. Whether or not you like Forest City specifically, owning property already inside an SEZ zone is the cleanest case for taking the SEZ track — the visa status finally matches the asset. Many earlier Forest City buyers carried the property on rolling social visit passes. SEZ regularises that into a 10-year residency.

4. The SEZ-industry professional

Less common, more specific. SEZ Johor allows work inside approved SEZ-zone industries with a separate permit on top of the visa. For senior technical or managerial staff being deployed by a Singapore-based parent company into a Johor operation, this is often the only structure that gives the family long-term residency and the principal a legitimate way to work locally.

SEZ Johor is not a cheaper Silver. It is a narrower visa. If Johor isn't where you intend to live, the geographic anchor stops being a price advantage and starts being a fence.

What the application actually involves

Mechanically similar to standard MM2H, with two SEZ-specific differences:

Property inside a gazetted SEZ zone. The qualifying list has grown since rollout — currently Iskandar Puteri, Forest City, Medini, and selected industrial-park residential components. Anyone advising you on SEZ should be able to verify the address against the current MOTAC and SEZ-authority gazette. If they can't, that's the signal.

Age-tiered deposit at a panel bank. Withdrawal purposes match standard MM2H — partial withdrawal for property, medical, or children's education in Malaysia, with the balance held at the minimum. The withdrawal is claimed after the qualifying purchase, and because SEZ requires the property purchase upon approval, the property-linked withdrawal typically comes earlier than on the standard track, where the purchase window runs 12 months from approval.

End-to-end timeline for a clean file: 3 to 6 months. Document preparation, MOTAC submission, conditional approval letter (CAL), property and deposit fulfilment, visa endorsement. SEZ files have sometimes moved faster than standard MM2H in the rollout period, but that's queue-dependent, not a feature.

Questions families ask me most often

Can I apply for SEZ Johor if I don't currently live in Johor?

Yes, but you should be planning to. The 90-day annual presence requirement is identical to other MM2H tiers — no extra Johor-specific minimum — but the property anchor and the spirit of the tier both point at Johor as your operating centre. Treating SEZ as a back door to a 10-year visa while living elsewhere is technically possible. It also works against the design and shows up at renewal.

Can I switch from regular MM2H to SEZ Johor later?

Not as an in-place conversion. You'd resubmit under the SEZ track with SEZ-zone property and the SEZ age-tiered USD deposit. In practice this is rare — families who fit SEZ choose it at the outset.

Does the fixed deposit have to stay in a Johor-based bank?

No. The FD sits at any MOTAC-panel Malaysian bank. Branch location isn't the constraint. The geographic anchor of the SEZ visa is the property, not the account.

What if Forest City's situation changes?

Forest City is one development inside the SEZ zone, not the whole zone. Families with reservations about Forest City specifically can satisfy the SEZ property requirement through Iskandar Puteri, Medini, or other qualifying developments. The visa is tied to the zone, not a single project.

Can my children attend international school under SEZ?

Yes. The Iskandar international school cluster — Marlborough College, Raffles American School, Sunway International, the British and Australian-curriculum schools around Educity — is one of the main reasons families pick Johor over KL or Penang in the first place. SEZ dependents enrol on the same basis as standard MM2H dependents.

How does SEZ Johor interact with the 90-day annual stay rule?

Identically to the other tiers. 90 cumulative days per calendar year, tracked through immigration entry-exit records. A family living in Johor and crossing into Singapore daily clears the bar without thinking about it.
